Opinion | China will play a more active and constructive role in the world

The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China took place in Beijing from October 20th to 23rd. The session reviewed the "Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development", setting out China's development plans for the next five years.
Quoc Tu Nguyen, Dean of the Chinese Department of Dong Do University in Hanoi, Vietnam, was greatly impressed by The Plenary Session and the compilation of the 15th Five-Year Plan (2026-2030).

"During my decade of studying and working in China, I have personally witnessed China's rapid development and unwavering commitment to opening-up and cooperation. The emphasis placed on advancing Chinese modernization and high-level opening-up at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China has greatly inspired me. China has exemplified a strong sense of responsibility and inclusive vision in promoting global connectivity, as well as educational and youth exchanges." Quoc Tu Nguyen said in an interview with China Youth Daily.
Specifically, he mentioned the Belt and Road Initiative proposed by China. The plenary session proposed expanding high-level opening-up and creating a new landscape of win-win cooperation. We should steadily advance institutional opening-up, uphold the multilateral trading system, expand the international circulation, promote reform and development through opening-up, and share opportunities and pursue common development with other countries around the world. Proactively expanding independent opening-up is necessary, as is promoting the innovative development of trade, expanding the space for two-way investment cooperation, and advancing the high-quality joint construction of the Belt and Road Initiative.
"Within the framework of the Belt and Road Initiative, China has steadily deepened its cooperation with numerous countries, including Vietnam, in the fields of education, science, technology and culture, forging a broader platform for the development of the younger generation." Quoc Tu Nguyen said that he firmly believes that, as China becomes more modernized, it will play a more active and constructive role in promoting international understanding and facilitating common development.
